Abstract: Connecticut is eyeing upgrades to the long-haul passenger rail line running between New Haven and Springfield, MA, that could extend commuter service to central Connecticut. Ideally, better service would shorten the trips to New Haven and Fairfield counties and to New York, reduce congestion on interstate highways, and attract businesses to the Hartford-Springfield corridor. but analysis of the existing railway network—Metro-North, Amtrak and Shore line East—suggests that if a new commuter line were to yield significant pecuniary benefits, they would largely be confined to towns where the trains stop and would diminish with distance from New York City.

Title: Deconstructing Medicare Spending Across States
Abstract: Medicare has been much in the news, amid the swirling public-policy debate over President Obama’s push for “health care reform”. It is Exhibit #1 as a public health insurance program, which many Democrats insist is essential to true reform. President Obama’s chief budget officer, economist Peter Orszag, has long viewed differences across states in health care reimbursements per Medicare enrollee as opportunities for budget savings without cutting quality. This article explores possible empirical reasons why interstate Medicare spending per enrollee varies so much, to see whether federal dollars could be saved by redesigning (nobody said “cutting”) Medicare reimbursements.

Abstract: Connecticut may finally have a budget by the time this issue goes to press, but we’re not holding our breath. Governor Rell and the legislature are locked in a debate about whether to cut programs or raise taxes. but even a prolonged budget crisis may have an upside if it forces officials to scrutinize spending and taxes and perhaps improve the mix of both. Unfortunately, spending cuts often incur the wrath of special interests, and our analysis here suggests that policymakers may not have much wiggle room to close the budget gap by tinkering with the tax mix.

Title: Zoning in on Minimum Lot Sizes
Abstract: Communities in Connecticut and around the nation have long used zoning controls, such as minimum lot sizes, to regulate the pace, mix and location of development. Advocates argue that by promoting the rational, orderly development of real property zoning serves as an important tool in a region’s development toolbox, improving area amenities, reconciling conflicts over competing uses, and boosting home values. Critics counter that such regulations impede the operation of free markets, distort prices and limit the availability of affordable housing. Empirical analysis can help sort through these competing claims and shed light not only on the effects of zoning controls, but also on the possible motives behind them. Evidence from Connecticut suggests that towns zone largely to ease the fiscal burden of development. The consequence, however, seems to be to lower single family home prices and restrict the supply of multi-family units.

Title: Any End to Budget Nightmares?
Abstract: The mother of all post-World-War II recessions has left the State of Connecticut’s fisc in a shambles. In a trice, that unnatural disaster undid what four years of prudent budgeting had accomplished, including (by November 2008) a Budget Reserve (“Rainy Day”) Fund of $1.38 billion. That and other one-shot revenue sources will get us through the current budget biennium (FY2010-FY2011) with some relatively modest spending cuts. But the FY2012-FY2014 budgets will test the mettle of Connecticut’s political leaders—and the voters who elect them. We Nutmeggers have some soul-searching ahead of us, to decide what really matters, and what we can do without. The gubernatorial election campaign now cranking up is not too soon to start.

Title: Public Goals, Property Values, and Regional Cooperation
Abstract: Do public officials care about property values? If so, are their decisions about tax rates, public spending, land use, and regional cooperation paying off? Fiscal and land use data for Connecticut’s 169 towns offer some insights about development patterns and how local public policies may affect the value of real property—structures and land. We look at the effects of municipal tax, spending and land-use policies, as well as the impact of regional cooperation—in the form of regional school districts—on the value of real property per acre of available land. Fiscal policies and the level of development have the anticipated effects on property values, but the impact of participation in regional high school districts is less clear.

But the twin disasters may not affect all states equally. Title: Stimulate This!–But How?
Abstract: When private spending plummeted in 2008, economists’ kneejerk response was to plug the gap with new government expenditures. Massive public spending not related to war had not been tried since the 1930’s. But the depth of the crisis, an abundance of willing constituent/recipients, and the imperatives of Ppresident Obama’s campaign promises moved the Congress to pass the American Recovery and Reinvestment Act of 2009 (ARRA). Hhow effective will this first  peacetime experiment in Keynesian pump priming be? It’s too soon to say, but Connecticut’s experience to date illustrates the ARRA’s priorities, and can tell us something about the difference it has made in two big sectors, education and transportation.

Abstract: With nearly 58% of all town expen­ditures in Connecticut going to edu­cation, recent fiscal pressures have forced teachers and administrators to make do with less. But this pres­sure to perform is not new. The push for “assessment” and “accountabil­ity,” and the mandates and penal­ties of “No Child Left Behind,” have left many educators feeling more like beleaguered test tutors than well-trained professionals. Yet despite the pressure and professional doubts, many Connecticut high school dis­tricts seem to be preparing students for the SAT Reasoning Test in a rela­tively efficient way.
